I thought it may be helpful to put together a list of links to banks that offer preapproval. So far I've only found 2: HSBC and Capital One. HSBC is a little funny though, since their preapproval is based on what you originally choose. For example, the HSBC preapproval for Orchard doesn't translate into other HSBC products. Also, if you do the preapproval for the Orchard Card it won't show you the Orchard Premium card - that has a preapproval all it's own. (confusing, isn't it?).
Orchard Standard Preapproval: https://www.hsbcapply.com/start/orchardbank
Ochard Premium Preapproval: htps://www.hsbcapply.com/start/orchardbankfoxtrot/
HSBC Rewards Preapproval: https://www.hsbcapply.com/start/hsbccreditcard/
Capital One: https://cardfinder.capitalone.com/Ca...ZZZZZZZZZZZZZZ

Are you relating to banks that do soft pulls? If so bofa and amex has one. If this not what you are talking about let me know so I can delete my post.
